The Department of Agriculture and Technical Instruction for Ireland, in the exercise of their powers under the Agriculture and Technical Instruction (Ireland) Act, 1899, and the Diseases of Animals Act, 1894, hereby issues the following order, known as the Co. Limerick (White Scour in Calves) Order of 1905:
Separation and Notice of Diseased Calves:
- Every person having a calf affected with or suspected of White Scour must keep it separated from healthy animals and promptly inform the local police constable in the area.
- The constable, upon receiving the notice, will notify the Local Authority’s inspector and the Department of Agriculture and Technical Instruction.
Regulations for Cleansing and Disinfection:
- The Local Authority may create regulations for cleansing and disinfecting places, utensils, and vehicles used for or around diseased or suspected calves. Failure to comply with these regulations will result in the Local Authority enforcing the cleansing and disinfection at the person’s expense.
Movement of Calves into and within the District:
- The Local Authority has the power to prohibit or regulate the movement of calves into their District from other areas. Calves cannot be moved into their District during the enforcement of such regulations.
- The Local Authority can also make regulations for the movement of calves within their District to prevent the spread of White Scour.
Markets and Sales Regulations:
- The Local Authority can issue regulations to control the exposure or sale of calves in markets, fairs, auctions, sale yards, sales, or exhibition places within their District.
Reporting to the Department:
- The Local Authority must send a copy of every regulation made under this order to the Department of Agriculture and Technical Instruction. If the Department finds any regulation objectionable, they have the power to direct its revocation.
Extent and Commencement:
- This order is applicable only to Co. Limerick and will come into effect on 27th February 1905, expiring on 31st December 1905, unless otherwise ordered by the Department.
Interpretation:
- “White Scour in calves” refers to the disease known by various names, such as “White Scour,” “Navel-ill,” “Lung Disease in calves,” and “Contagious Diarrhea in calves.” “The Department” refers to the Department of Agriculture and Technical Instruction for Ireland, and “The Act of 1894” means the Diseases of Animals Act, 1894.
The purpose of this order is to control the spread of White Scour among calves in Co. Limerick, and it grants certain powers to the Local Authority to enforce measures for prevention and containment.
