
LIMERICK, Ireland – At the recent meeting of the Limerick No. 1 Rural District Council, chaired by Mr John Ryan Sr. of Killeaure, a report was presented by the Committee tasked with evaluating the Engineer’s duties and salaries. The report outlined the current salary breakdown for the Engineer, which included payments under various headings such as the Labourers Acts, Public Health Acts, Labourers Act Maintenance, and burial grounds, along with special fees and other expenses.
The Committee recommended simplifying the payment structure by providing the Engineer with a lump sum under each heading, except for when attending duties outside the district, for which usual fees would still apply. Additionally, they suggested continuing to provide the Engineer with maps, stationery, postage, and out-of-pocket expenses.
Regarding future salaries, the Committee proposed the following: £96 per annum for the Labourers Acts, £20 for car hire, and an average of £11 for fees. For the Public Health Act, the salary would remain at £65 15s. and include £22 for special fees. The Labourers Acts Maintenance salary would be £65, while for burial grounds, it would be £10 per annum, both with a £30 car hire allowance. The Committee noted that £127 of the total salary would lapse when the Labourers Acts were completed, which they expected to be soon, considering the current rate under the Act was at 94.
During the discussion, some Council members raised concerns about the car hire allowance, considering its cost. Mr McNamara objected to the car hire, stating that the rates were high and suggested that many people would be content with half the salary. However, the Engineer defended the need for car hire, as he would be required to transport Councilors and contractors during official duties.
When a proposed amendment to remove the car hire allowance was not seconded, the Council voted in favor of adopting the Committee’s report without any changes. The report was signed by several members of the Committee, including John Ryan (Chairman), John McNamara, Patrick O’Brien, Patrick McQueen, and John Layes.
In conclusion, the Engineer’s emoluments and salary structure were determined and approved by the Council, ensuring a clear and fair remuneration for his services and expenses.
