These hardships manifest in different forms: persecution through baiting in Wales, hostile pamphleteering in Scotland, and the anti-Alien Bill, which amounts to boycotting, in England. Considering these circumstances, Mr Zangwill asserts that Zionism, the movement for Jewish self-determination, is a positive solution. He suggests that it would be beneficial for everyone involved if Jews were to return to their own land, provided that the divine sentence of expulsion allows for such a possibility.
