Essex’s memorandum is intriguing because it treated Ireland as a ledger of rents, livestock, chimneys and coin, yet its categories obscured cabins, household labour and customary landscapes. The article connects this selective economic vision with a wider Restoration programme that regulated trade, civic authority and religious practice, while showing that its effects differed sharply between merchants, labourers, Catholics and Protestant dissenters. English restrictions on cattle exports also encouraged new provision trades, although opportunities depended on credit and access to ports. How did the state’s measurements shape commercial adaptation and unequal political and religious control in 1673 for different Irish communities?
