Penn’s arrest at a Cork Friends’ meeting is especially striking when set beside Ormond’s emphasis on sworn judges in contested land claims. The article suggests that Restoration authority could value formal legal procedure while still treating unlicensed Protestant worship as a civic threat. Penn’s status as a gentleman and heir did not shield him, which raises questions about how officials balanced social rank, religious unity and local order. Does this episode indicate a consistent Restoration approach to dissent across Ireland, or might Cork’s response reflect particular municipal anxieties, personalities and circumstances that further local evidence could more clearly illuminate them?
