The article highlights the tension between the Confederation’s language of Irish Catholic unity and its limited, unequal representation during wartime. Kilkenny’s assembly created councils, military arrangements and mechanisms for taxation and justice while maintaining loyalty to Charles I, suggesting that political innovation did not necessarily imply separatism. Yet its capacity to speak for Catholics was constrained by regional disruption, elite dominance and territories beyond Confederate control. This makes the model seem both ambitious and fragile: a framework for collective action, but not a fully shared national government. How should Kilkenny’s Confederate model be understood: as a response to military emergency?
