Niemba and the Broadcasting Authority
Seán Lemass, Taoiseach since June 1959, governed with a Fianna Fáil majority in the Sixteenth Dáil. His government inherited the framework of Programme for Economic Expansion, published late in 1958 under the influence of T. K. Whitaker, Secretary of the Department of Finance. Its importance in 1960 was not that it instantly transformed daily life, but that it gave government departments a coherent direction: economic growth was to come through investment, exports, industrial efficiency and a less insulated economy rather than through permanent protection of a small domestic market.
