The Graces Withheld
The Irish parliament formally opened at Dublin Castle on 14 July. Wentworth addressed the two Houses on 15 July, setting the order of business with striking clarity: supply for the king came first; only after that might legislation, proposals and grievances be considered. Charles I remained in England, so Wentworth presented royal authority in person, with ceremonial as well as administrative weight.
