Ormond’s return exposes a tension between ceremonial authority and effective power. Although he resumed the lord lieutenancy, revenue was managed through Ranelagh’s undertaking, while the parliament he hoped might clarify land questions did not meet. This makes 1677 seem less a quiet interlude than a period in which governance depended on negotiation, private financial structures and incremental decisions. The continuing claims of royalist officers, alongside municipal agreements and currency controls, show how broadly such pressures reached. How far did this constrained form of government shape security, property and political access for Catholics, Protestants and urban communities across Ireland in 1677?
